  • FEICA webinar on the upcoming registration of polymers.pdf

    Uploaded June 24, 2021

Presentation slides of the FEICA webinar ‘The Upcoming Registration of Polymers under REACH’ – 23 June 2021

    Key takeaways:

    - The REACH Regulation will be amended to extend the registration requirements to polymers, among other things

    - The use of polymers within the adhesives and sealants industry is very widespread. Polymers are the chemicals which enable adhesives and sealants to work

    - Customisation of the polymers included in adhesives and sealants often results in a large number of new polymer species, often with a short life cycle

    - Customisation is required in order to fulfil technical feasibility and customer requirements as well as regulatory needs

    - Many companies customising polymers currently acting as downstream users (DUs) under REACH legislation may become potential polymer registrants

    - An easy and straightforward registration process should be ensured to allow the flexibility needed to adapt polymers to market needs on short notice

    - Exemptions, the possibility to group similar polymers, and volume cutoffs would help mitigate the impact of registration on downstream users

FEICA comments on ECHA’s 'Thought Starter on SID polymers'

FEICA welcomes the opportunity to comment and appreciates the comprehensive and pragmatic Thought Starter on substance identification and joint submission obligations of Polymers Requiring Registration developed by the European Chemicals Agency (ECHA).

In advance of the discussion during the CASG meeting on 22 June 2021 (Agenda item 4: CASG-Polymers/05/2021), we would like to share some initial comments regarding the paper.

  • Presentation FEICA Webinar REACH Restriction on Diisocyanates.pdf

    Uploaded May 26, 2021

Presentation slides of the FEICA webinar ‘Complying with the REACH Restriction on Diisocyanates’ – 26 May 2021

    Key takeaways:

    • A new REACH restriction on diisocyanates establishing information, labelling and training requirements was adopted

    • As of 24 February 2022, all diisocyanates containing products intended to be used in industrial or professional settings with a total monomeric diisocyanate concentration greater than 0.1 % shall be labelled as established in the restriction

    • As of 24 February 2022, suppliers should provide end users with information about the training on the safe use of diisocyanates

    • FEICA is making available a series of informative materials/tools to support the adhesives and sealants industry to convey the information to its end users

    • As of 24 August 2023, all industrial or professional user(s) OR supervisors of tasks involving diisocyanates, should have successfully completed training on the safe use of diisocyanates prior to the use of the substance(s) or mixture(s)

    • The industry is working together to develop the content of the training on the safe use of diisocyanates

FEICA input after third CASG polymers meeting

During the third CASG polymers meeting held on the 19 March 2021, the European Commission presented the document named ‘An initial thought starter on REACH information requirements for Unique Polymers Requiring Registration (PRR)’.

After reviewing the document and in line with the discussions held during the third CASG meeting, FEICA PRR TF drafted a paper to respond to the Commission 'thought starter'. Paper also submitted to the CARACAL subgroup and available on the FEICA public website.

  • FEICA Webinar Use Maps Presentation Slides.pdf

    Uploaded April 15, 2021

Presentation slides of the FEICA webinar on implementing sector use maps - 15 April 2021

    Key takeaways:

    • Use maps play a key role in supply chain communication and the European Chemicals Agency (ECHA) encourages their implementation

    • FEICA use maps cover the majority of typical uses for sealants and adhesives in industrial and professional as well as consumer settings

    • Using ECHA’s CHEmical Safety Assessment and Reporting tool (CHESAR) to implement FEICA use maps saves time for registrants

    • The improvements derived from the implementation of use maps will only be noticeable when applied to a majority of raw materials used in adhesives and sealants

  • FEICA Use Map Guidance.pdf

    FEICA Use Map Guidance

The REACH Regulation EC 1907/2006 requires to include with the registration of substances, a chemical safety assessment on the whole life cycle of a chemical. The result of such an assessment is communicated downstream via exposure scenarios (ES) attached to the safety data sheet (SDS) of the substance. Downstream users such as formulators or users of adhesives and sealants are required to take this information on safe use into account in their own documents and adjust their own use conditions accordingly. To assist this process, several downstream user associations under the umbrella of DUCC (Downstream Users of Chemicals Coordination Group), have summarised their typical uses by including state-of-the-art use conditions of main applications in so-called use maps.

This guidance is not intended to describe the full use map concept but rather the specifics of applying the FEICA use map. More information on the safe use of mixtures is available via the FEICA public website.

    Brexit update

In our previous briefing paper, we examined the potential outcomes of the UK leaving the EU with and without a deal. A “no deal” scenario was avoided and the UK left the EU with a signed withdrawal agreement. We’d like to take the opportunity to update you with our current understanding of the implications of these developments on our industry.

  • How to improve your supply chain communication by implementing sector use maps.pdf

New FEICA leaflet: How to improve your supply chain communication by implementing sector use maps

In October 2016, FEICA use maps were made available for substance registrants. FEICA use maps compile, in a harmonised and structured way, the majority of the industrial and professional applications of the adhesive and sealant sector. The use maps packages comprise the use map template, which provides the general description of the uses and three separate templates providing the inputs needed to carry out exposure assessments, for workers (SWEDs), environment (SPERCs) and consumers (SCEDs).

Now, a campaign to increase the implementation of FEICA use maps in registrants dossiers has been started by the FEICA Mixture Assessment Task Force (TF). Together with the FEICA webinar that will take place on 15 April 2021, and the development of a guidance document to support registrants with the implementation of the packages, the TF has now made available this informative leaflet. We encourage our members to share this leaflet with your raw materials suppliers (i.e. through your procurement departments).Your support to increase the visibility of all the work done by the TF is of paramount importance and would be greatly appreciated.

It is also available from the FEICA information centre and our dedicated FEICA webpage on the safe of of mixtures.

Registration of Polymers – Adhesives and Sealants Industry Perspective

FEICA published a Position Paper with the perspective of the adhesives and sealants industry on the registration of polymers. Polymers are currently exempted from registration under Regulation (EC) No. 1907/2006 of REACH. However, Article 138(2) of REACH foresees a possible further review of REACH to extend the registration requirements to polymers.
