What is the Environmental Omnibus?

The Environmental Omnibus (EO) is an EU legislative initiative designed to consolidate and streamline requirements under multiple environmental legislations. Its aim is to address cross-cutting environmental challenges more efficiently, reduce regulatory overlap, and support the EU’s Green Deal objectives. The EO covers areas such as pollution prevention, resource efficiency, biodiversity and climate adaptation.

Why is it important?

The Environmental Omnibus aims to reduce administrative burden by cutting red tape and making compliance less costly and complex — particularly for SMEs. Notably, the obligation for EU companies to appoint Authorised Representatives to fulfil Extended Producer Responsibility (EPR) obligations is being put on hold. In addition, streamlined and digitalised reporting requirements, alongside greater harmonisation, are expected to reduce duplication, lower reporting frequency and simplify data submissions. Greater consolidation of rules should also provide improved regulatory clarity, enabling companies to better understand and anticipate their obligations.

What are we asking for?

  • Harmonised EU framework: Ensure a truly integrated and harmonised approach to environmental regulation across the EU, preventing additional national fragmentation and divergent implementation
  • Concrete simplification measures: Deliver real and measurable reductions in administrative burden and compliance costs, particularly for SMEs operating across multiple Member States
  • Removal of AR requirements for EU and EFTA companies: Confirm the removal of Authorised Representative (AR) obligations not only for EU-based companies but also for companies established in EFTA countries, ensuring a level playing field within the internal market
  • Streamlined and digital reporting: Maintain reduced reporting frequency, harmonised data requirements, and interoperable digital systems to avoid duplication and unnecessary compliance complexity
