Packaging and Packaging Waste Regulation (PPWR)

What is the PPWR?

The Packaging and Packaging Waste Regulation (PPWR) aims to make all packaging reusable or recyclable by 2030. It replaces the old Directive and prescribes one set of rules for the whole EU to cut waste and support a more circular economy.

The PPWR introduces EU-wide targets for reuse and recycling, minimum recycled-content requirements for plastic packaging, and restrictions on some single-use formats. It also brings in harmonised labels to help consumers sort packaging correctly and improve recycling rates, supporting the EU’s wider sustainability goals.

 

Why is it important?

The PPWR directly affects the adhesives and sealants industry, as many producers place packaged products on the EU market and must comply with new requirements on recyclability, conformity and documentation.

Adhesives are essential for packaging performance, including resealable and reusable designs. It is crucial that their technical functions are properly recognised, that they are not misclassified as plastic components and that innovation in sustainable packaging solutions is supported.

 

What are we asking for?

  • Technological neutrality: Assess adhesives and sealants based on actual performance, avoiding blanket bans or material-based restrictions
  • Data-driven: Apply harmonised Design for Recycling standards and evaluate adhesives based on real end-of-life behaviour and interaction with recycling processes. Rules must clearly state that adhesives are not plastic components and avoid assumptions that they always reduce recycled material quality
  • Case-by-case, clear guidance: Provide clear, case-by-case rules for paper, plastics and composites, including workable documentation and conformity requirements, particularly for SMEs
  • Consulting industry: Ensure harmonised enforcement across the EU and coordinate with initiatives such as RecyClass, 4evergreen, FPE and EUROPEN, involving technical experts to avoid unintended barriers to innovation
  • Clear guidance on A&S role in the packaging supply chain: Provide detailed, case-specific guidance clarifying how adhesive and sealant companies are expected to fulfil their obligations in their various roles throughout the packaging supply chain
