End of Life Vehicles Regulation (ELVR)
What is the ELVR?
The new End-of-Life vehicles Regulation (ELVR) will replace existing rules to improve circularity in the automotive sector. Expected measures include defined recyclability thresholds, a possible 25% recycled-content target for new cars, and expanded producer financial responsibility for vehicle manufacturers.
Why is it important?
Adhesives are central to modern car design, helping make vehicles lighter, safer and more efficient. They also support better end-of-life management through solutions like debonding-on-demand, which enables easier disassembly, and repair technologies that extend a car’s lifespan. As the EU updates its vehicle rules, the ELVR’s recyclability and reuse goals should reflect the key role Europe’s adhesives and sealants industry plays in delivering durable, high-performance vehicles.



What are we asking for?
FEICA calls on the Commission to avoid referencing adhesives in secondary legislation as a barrier to dismantling or recycling, warning that such claims would increase end-user costs and hinder innovation in Europe’s advanced adhesives sector.
