Recent IAA discussions highlight the need for targeted, proportionate and evidence-based measures across chemical value chains.
Brussels, 22 October 2026
Ahead of the 26 and 27 October discussions on the Industrial Accelerator Act in the Council Working Party on Competitiveness and Growth, FEICA, the Association of the European Adhesive & Sealant Industry, welcomes the growing recognition that future chemicals measures should be underpinned by evidence and impact assessments. As discussions continue, it is essential that the implementation of Article 16 reflects the diversity of chemical value chains and remains targeted and market specific.
Adhesives and sealants support applications ranging from renewable energy and electric mobility to food packaging, healthcare and construction. Before introducing demand-side requirements, the EU should identify priority end-markets and assess material availability, costs, technological readiness, administrative burdens and downstream impacts.
FEICA therefore calls for Article 16 to be implemented through a transparent workplan, targeted value-chain assessments and structured stakeholder consultation.
‘Adhesives and sealants are used in products as diverse as wind turbines, electric vehicle batteries, food packaging and medical devices,’ said Jana Cohrs, Director Public & Regulatory Affairs at FEICA. ‘That diversity must be reflected in the way Article 16 is implemented. Policymakers need to understand how proposed measures will affect individual value chains and whether they will create meaningful demand or simply add complexity and costs across interconnected industries.’
FEICA supports efforts to strengthen industrial resilience and the EU’s competitiveness. Future measures should support the ability of diverse and interconnected value chains to innovate, compete and operate effectively in practice. They should be coherent, proportionate and practical to implement across value chains. Industrial acceleration should reduce complexity, not add to it.
